According to ADAP's publication "A Right NOT A FAVOR" (click here, see page 6), if you choose to place your child in a private school, religious school or in AL, even home school your children, IDEA requires the school district to create a Services Plan rather than an IEP. Child Find first determines if the child is eligible. ADAP also notes that parents and teachers have very little say in determining the services which will be provided under a Services Plan.
